If memory serves you should enlarge 1/20 plans to 166% to get 1/12 scale.
The reasoning goes like this.
1/20 = 15mm to the foot (300mm)
1/25 = 25 mm to the foot (300mm)
25 divided by 15 = 1.66
Any 1/20 scale dimension multiplied by 1.66 = that dimension in 1/12 scale   {:-{

If you google for scale conversion charts you should find quite a few. However most don't cover 1/64 to 1/32 cos it's a bit of a "no brainer".  Rescaling should just be a matter of doubling the dimensions or as you said, enlarging by 200% .
When it comes to rescaling another option would be "Proportional Dividers" These are double ended dividers with a movable pivot.  This allow them to be set to give a given ratio

Its easier for me to do it this way.

If your dimension is for example 2.4 long.
And the current scale is 1/20 then, multiply the dimension by 20.
2.4 * 20 = 48
If the desired scale is 1/12 then divide by 12.
48 / 12 = 4.0 which is the rescaled dimension.

Or dimension = 2.4
Scale = 1/64
2.4 * 64 = 153.6
Desired scale is 1/32.
153.6 / 32 = 4.8

Use what ever units you like just keep it the same throughout.

I usually put everything into a spread sheet because its easier.

You should be able to get them enlarged at a Plan Printers.
There are special plan printers that enlarge architects etc. plans.
