I'll say 4 - as 3 fills the pressure will force water into 4

Assuming the diameter of the tube between 2-3 is the same as 3-4 so that the flow rate into and out of 3 is roughly equivalent, and you mean full to the brim, then 3 and 4 will top out at the same time.

Assuming the water enters 1 no faster than it enters 2,3 and 4,  then 3 and 4 will overflow together, 1 and 2 will never fill.

3 and 4 at the same time because 3 and 4 are connected and they will act as one tank. The connecting pipe will never act as a syphon

If the rim of tank 3, or four is dirty, then that tank will overflow first. The dirt will collapse the surface tension

3 will initial fill to the point that it overflows into 4 where when 4 reaches the same volume will equally fill until overflowing as 2 will only fill sufficiently to allow both 3 and 4 to overflow. simples
