The name of these machines is not derived from Go-Kart ( a registered trade mark BTW) and the name Kart is used in racing the various classes internationally and manufactured by various companies.  The origins of the name are probably from the 1920s, or thereabouts, lightweight "cycle cars".   A similar modern  concept but unpowered is the "gravity racers", glorified soap-box derby type downhill racers.  Competitions are held in the UK and Europe. One UK event is held on the Cairngorm Mountain ski area road.

Some "Kairties" from the downhill Cairngorm event in 2013, some of them exceeded 70mph  :o

Gravity racers from 2011, some very basic others a bit more sophisticated.  Engineers from the Mountain Railway built the pink tyred one.

The cyclekart, according to our definition and the US definition has to use wheels of origin "cycle":

Bike
 motorcycle

the engine 200 cc, 6,5cv

A soapbox is something else

With this car I am going to walk my girl.

And then the children in the parties of model making and in the villages.

Maybe I am going to walk the attractive moms of the children ................
