Assuming that your scooter motor is a permanent magnet DC motor intended for 12 volts, a Viper 25 should have ample safety and give good control.

Depends on the output speed of the scooter's motor, how fast (or slow!) is it on full power?

You are not looking for any semblance of speed from the set up.
All up weight will be in the region of 25 lb in old money.
Looks like Broads Cruiser speed.
What size prop are you using?
Any chance of a piccy?
