Torque sleeve, changes the magnetic characteristics of the motor to increase torque, usually at the expense of top speed.

Smallish electric motor casings/cans are extruded from sheet metal and complete with one endcap formed in the extrusion process

It is the limitation of the shear of the metal [at the endcap being formed] that dictates the thickness of the sheet metal

The outer metal sleeve is as Malcolm notes is by design to attain a greater/higher magnetic field

Whilst the casing and the sleeve are physically two laminations, however magnetic gauss considers the two thicknesses as one %)

To add to the two prior answers, removing the sleeve has the same effect as magnets loosing their strength.
  • higher no-load speed,
  • higher peak efficiency,
  • lower no-load current
  • lower torque
You can go in the other direction by clipping on a second ring or one of tempered sheet steel, as used in transformer core laminations. This effect can be seen by attaching magnets to small motors.
