Yes, while some tags are quite complicated, they still remain messy calling cards, but little pieces like this do spice up an otherwise derelict area. Someone painted stylised Giraffes on pillars at the side of the A34 south of Newbury which are entertaining.

It's called Bollart and it has proliferated in Melbourne since the local council has put in security bollards.
People have even sewn covers for them!

you just dissolve them in a cup of hat water for a nice warm drink in winter like right now. :-)) :-))
