I think that your problem is that you have your screen set wrong and should be changed as T33cno has suggested.
You can set your screen to show the same image at different sizes. Your computer is set to show the picture bigger than the screen that you are using and thus gives you sliders to let you see the bit of the picture that will not fit on the screen.
Others, including me, could use a larger image as it does not fill my screen and enlarging it reduces the quality.
If you look at the image below you will see that I have ringed the 3 vertical dots top right. If you click on that you will get a drop down menu which will include "zoom" Click for a lower setting and you will find that you get the whole picture.
Incidentally your screengrab is only 624 x 468 pixels which suggests that you screen is very low resolution.
Picture sizes are only measured in inches when the screen settings are taken into account. What matters is the pixel size of the picture. The images posted here are 1024 x 768 which will fill the screen without adjustment on most older laptop computers.
For information do you have the same problem with the image that I have posted below yours? The image is 2500 x1510 (obviously much larger) but posted in a different way.
