A piece of dowel, sand to close fit and coat with araldite. Insert it, wait to dry, sand and paint.
Or, a quick but slightly untidy method, a bolt, 2 washers, and a nut. Put in with some silicon sealant, keeping the sealant away from anywhere you want to paint.

Another system is to tape over the hole on the outside and turn the hull over and wedge or support the hull floor level at the site of the hole. Mix some 2part epoxy resin and pour it over the site of the hole and this should seal the hole nicely. If there is a risk that the resin will spread too far you can surround the  hole first with a dam of putty or plasticene to contain the resin and achieve a good thickness. This method is often used when relocating rudders or propshafts. Once set the tape is removed easily and a bit of filler applied to smooth imperfections in finish. It's important to ensure that the tape does stick to the hull before attempting this fix. Also ensure the inner hull is dust-free and clean to assist adhesion.

Not sure why this should be so complicated. Just fill up the existing hole, preferably with a piece of dowel or similar and seal the two ends with filler to blend into the hull on the outside. Five minute job.

It's sometimes an advantage to fill a hole in a wooden hull with wood, rather than anything else. Especially if the new hole intrudes on the filled area. A simple job however you do it, just do whatever floats your boat😂.
