Thanks for all the very funny entries, great stuff , you guys made judging this very hard.......   but the winner is:

Rem2007: After many reported incidences of marine craft accidents involving alcoholic beverages, local councils have ordered police to detain and perform dockside inebriation testing to check for blood alcohol levels. Pictured above is Officer Bradders conducted the new testing on Martin, from Model Boat Mayhem, and it is obvious that Martin is legally unfit to operate any marine craft today!
