Its just a very funny part of an Australian TV show from a good few years back. Very convincing as a politician, though. Thats one of the ideas of satire. Refined cruelty to the deserving.

John Clark, (a Kiwi) now living in Australia, and simply the best satirist. Has done a series of these 'interviews' over the years. Started with a "fred dagg" April Fool skit on NZTV way back. My favourite.

I believe the incident being referanced is the tanker Kirki, which
suffered the loss of it's bow in Australian waters in 1991.
