If you don't have AutoCAD or any other CAD program at hand but can frequently use a large format scanner and/or printer, I would recommend this combination:
- Scan plans with high definition (600dpi or better), write as TIF with CCITT4-compression (= b/w)
- Re-size plan to the required scale percentage using IrfanView (small,quick, very versatile and utterly reliable freeware available at
http://www.irfanview.com for those who don't know it yet).
- Print the resulting TIF into a PDF document from IrfanView, thus creating a PDF based on the correct sheet size (I use FreePDF from
http://freepdfxp.de/ but there must be zillions of free PDF generators out there)
- Print plan copies from PDF file using the "scale = original" at any copyshop that supports large size plots.
- Repeat step 2-4 for every re-scaling operation you want to do.
