Anybody know what the piece of "stuff" indicated by the red line is for? Or what it does?

Centre choked tube net for catching flying fish, don't matter which way vessel is running  O0 :-))

It is a version of two cones joined at their apexes as a visual indication that the vessel is engaged in fishing.
Daylight version of fishing lights.

I don't know if this is just a wind-up or not, ...but one things for sure, being tied up to a buoy then he isn't fishing. On the other hand he could be fixing the buoy position with a laser range-finder.

I just happened to come across the picture whilst hunting for something on the 'net, BY...saw the double cone object and just wondered what it was and what it did, that's all...no wind up, just wondered.

It's a fisherman's 'Fit and Forget'
They never come down even when the boat is on a slip.
Modern version of fishing basket hoisted aloft.

I reckon the guy in the photo has a keep pot attatched to that buoy and he's transferring his catch.
Or maybe not :D :D

The standard signal on seine netters and other small fishing craft was to hoist a fish basket  on one of the mast stays as a sign they were fishing.
The guy could have a large pot attatched to the buoy to store his lobsters/crabs alive if he is out for any length of time and does not have
enough storage bins on board.

sorry Dekan, it is as Ned says - under the International COLREGS rule 26 a fishing boat in the course of fishing shall show a day mark consisting of two cone shapes
with their apexes together in a vertical position -  some of our local boats use netting like this to indicate the cone shapes particularly the small boats who want as
little weight up the mast as possible.  Should only be shown when fishing only - not it harbour or in transit to the fishing grounds.
But fishermen are a law unto themselves

26. Lights for fishing vessels

Fishing Vessels

    (a) A vessel engaged in fishing, whether underway or at anchor, shall exhibit only the lights and shapes prescribed in this Rule.
    (b) A vessel when engaged in trawling, by which is meant the dragging through the water of a dredge net or other apparatus used as a fishing appliance, shall exhibit:

        1. two all-round lights in a vertical line, the upper being green and the lower white, or a shape consisting of two cones with their apexes together in a vertical line one above the other;
        2. a masthead light abaft of and higher than the all-round green light; a vessel of less than 50 metres (164 ft) in length shall not be obliged to exhibit such a light but may do so;
        3. when making way through the water, in addition to the lights prescribed in this paragraph, sidelights and a sternlight.

    (c) A vessel engaged in fishing, other than trawling, shall exhibit:

        1. two all-round lights in a vertical line, the upper being red and the lower white, or a shape consisting of two cones with apexes together in a vertical line one above the other;
        2. when there is outlying gear extending more than 150 metres horizontally from the vessel, an all-round white light or a cone apex upwards in the direction of the gear;
        3. when making way through the water, in addition to the lights prescribed in this paragraph, sidelights and a sternlight.

    (d) The additional signals described in Annex II to these Regulations apply to a vessel engaged in fishing in close proximity to other vessels engaged in fishing.
    (e) A vessel when not engaged in fishing shall not exhibit the lights or shapes prescribed in this Rule, but only those prescribed for a vessel of her length.

It is there to stop the suprclakingfufuvalve from causing harm when it explodes, & also to capture any rockets launched by mistake. But then again it might be ET phoning home. Mick B.
