Surface scale model ship ballast...

I'm new here, so please bare with me.

I'm in the process of building an ho scale (1:87.1) 1000' Great Lakes bulk carrier. I need some ideas as to a simple but effective ballast system, as this model will be heavy at the water line (300#). I'm open to anything (KISS). I'm attempting to try a couple of bilge pumps used in small watercraft. Any ideas?

Simple you say ?  Try containers like plastic milk bottles or gallon size if you have the room. Fill them at pondside and empty them when time to go home. No pumps required. That is how I do it on a slightly larger scale, 5 gallon drums :o :}  It is a "local rule" must have pictures please  >>:-( you have our undivided attention, 1:87 scale eh ?

Have you been in contact with Jeff Churill and/or Scott Tomlinson from the GLMA? 

They have both built HO-scale 'footers with working pumped water ballast systems.  The hulls are made of foam and when emptied, are easily carried around in two parts.

The milk jug idea is not what I'm looking for. Once water is brought in, it still has to be pumped out. I do have an idea but I'm not sure of it yet.
I do know Jeff. He was a nice system, but I'm trying to find something a bit different. I am leaning towards using small craft electric bilge pumps.
As for photos, in due time.

The milk bottles are simply removed and the contents (pond water) tipped out using gravity, much quicker than a pump, you did say a simple method. {:-{

On recent model featured in MMI had open hull sections under the waterline that free flooded when the hull was immersed - no pumping or filling required.
