Just sort of wondering...

My Spearfish is fitted out with an ArkModel 550 w/cooled motor on two x 6 volt battery packs wired to give me 12 volts.

Ok so far? Good...here we go then:

At half throttle on the 12 volt set up, would the top speed be the same as full throttle on a single 6 volt pack?
