Does anyone recognise this unfinished find?

Found this at a car-boot sale, and I think it needs rescuing.  Had a lot of help from visitors to the recent Haydock Park Show, and most think it is an old Billings Kit, perhaps of a Rhine barge? I would love to see a picture of any finished model, or of the full size, or clues to the original kit. Anyone able to help?

Certainly some of the fittings look very billingesque.... the lifeboat looks the same as on my Will Everard as do several other fittings

Probably go along with Billings too, lot of similarities with the  fishing boat I have.

Many thanks, Frank.  So not a Rhine barge at all!    The proper name might enable me to buy (or borrow) a plan, but the pictures do help me to work out the sail plan.  Looks as if it might need a false keel, with all that sail area?  So, has anyone out there built and sailed it?  I'm in the North West, Bolton, and if there is someone nearby whose completed version I can see and photograph, that would be great.

 hi.
       was looking at your forum handle and thought you might like this for your avatar. RE: the false keel I think you will find most of these
       models are sailed with the motor and have the sails furled I don`t think the masts are rigged for the sails to be functional.  The
       sails are more for the model as a sideboard decoration. Just my penny worth though..
