Hi what would be the best glue to fix the rudders to the rudder shafts.

I would use epoxy resin after making sure the shaft does not rotate between the sides.  :-))   Clamp it together and leave a day.

it is essential to put a pin through the axes.
The glue is not enough
the first shock it will take off
