Ken to be perfectly honest with you and this is a PERSONAL view on this the max charge I would say would be 1600milliamps....you should never charge ANY batt at a higher charge rate than what is stated on the batt.
I have been charging batts similar to this at a couple of milliamps below the stated capacity and have never had a problem....some of my batts are now over 6years old and are still as good as new.

2200minh would be charged at 2000milliamps.........OR poss lower....some of the batts will not allow a higher rate on my charger,I get volts cell error and all I do is either Lower or Put up the charge rate accordingly....I must admit I have cheated and put the charge rate on all my batts with a permanent marker.

WARNING - this advice apples to HIGH QUALITY CELLS ONLY!! - if in doubt ASK!

If I can pick up on this - with high quality cells, of which the illustrated cells VapexTech(VP), I consider the very best, I have charged at the same rate as the capacity with no ill effects at all

eg Battery capacity in this case 1600mah, charge at 1600mah - the greater number of my batteries are 5000mah, so I charge at 5000mah.

Now, because VP batteries are high quality, I have charged them at or above double their noted capacity (1600mah battery charged at 3200mah) but have on occasion played a deskfan across them to cool them as they were charging and for 10->15 mins AFTERWARDS too.

High quality cells are made by VP, GP, and Sanyo - I have found others to work OK too, but only selectively within the brand  - say 2500mah brand X are fine - but the rest within brand X are somewhat dubious.

With the NimH I find charging at the rates listed above (for example 1600mah pack at 1.6A) to give the best results. However I like to fully discharge (using the discharge feature on my charger) and then overnight trickle charge every 4th or 5th "fast" charge

Just an aside, the above info is also considered a "1C" charge on a lipo battery. E.G. 5 amps for a 5000mah pack, 1.6 amps for a 1600mah pack.

Ok I'm more than a little confused.
Just to get it in my head.....
Slow charge I normally do at 1/ 10 of mahis of battery.
Fast charge your saying is done at  just below max ma of battery?
