Scale steering advice

At our group (Jersey Model Tug and Scale Boat association ) we are hoping to start running some competitions including towing etc. One thing we would like to see is Scale Steering but I'm a bit in the dark as to how people go about it with regards to scoring etc. Is there a set of recognised rules or do people just devise their own layouts? Also ideas on course layouts would be much appreciated
Any advice will be welcome.
