Tug Cervia question

Can anybody enlighten me please. The tug Cervia has double helm wheels. Would it be that the main wheel was for manual steering and the small centre wheel was for the steam donkey assisted steering ?

this was the norm with the old steam trawlers sailing from our ports, and they also had steam assisted small wheels .........used just to trim the course when towing a trawl, so presume the Cervia would be exactly the same.

Yes you are correct, the small wheel was attached to the steam steering engine and the large wheel was for manual steering.
