The Fleet systems are great and I use mine regularly. One thing you should take care about is the Derek Olley the designer and owner of Fleet adopted a different order of wiring for servos and so for the receivers. The order of the wiring for Fleet servos / rx's is red - black - yellow (or signal).
The accepted and usual order is black - red - signal. If you inadvertantly connect a 'standard' servo it instantly kills the rx. I know to my cost!
The transmitter works as normal with standard 40Mhtz FM receivers. Which is what I do.
You will need to consult the manual to set up the transmitter for different models if that is a requirement, but it is quite easy.

The NiCd battery cells will need cycled a couple of times which needs a mention in an Ebay sale.
I've repaired & customised dozens of RC sets, including Fleet, and can tell you and the prospective Tx buyer that the rugged case might superficially resemble a 60s and 70s era Futaba M Series Tx, with its discrete component encoder, but this one has modern electronic circuitry.
They are easily serviced and expanded to seven channels by an electronics hobbyist with all the required knowhow reachable via Google and Modelboatmayhem forum.
