Reading the quotes from the authorities in the area, they would have been happier to escalate some bad behaviour into a full-grown riot.  No doubt the senior police could claim a budget increase, the councillor could claim brutality.  The officer on the spot should, like you say, be given a commendation.  Possibly a supply of flakes as well.
