I'm building a Mersey lifeboat (1:20) but i have a problem
how to make the light cover which protects the lights
in realty they are around 20cm by 20 cm
example in the right top corner

Edwin, depending on the diameter I use to take the covers which will be used by electricians for the cable-ends. They are very fine and you can easily cut out the hole for the lights. Pull them over the bulb and seal it with a drop of resin- does a perfect job.
Hope this was out of any help, Jörg
