hi guys. can someone tell me what qualification you need to test boilers.

You would be better to ask in the steam section. A Lot depends on where you are and what size boiler.

There is some information on the MPBA web site. I am not sure that any qualifications are required, but you do need some specialised equipment.

I've tested several boilers - all you need is an accurate pressure gauge and a hand pump.  You don't need any qualifications to TEST a boiler, but I think you need some sort of qualification to be able to certify a boiler as meeting the requirements.
