I have been given some saline I.V. Bags 500ml are they any good for ballast bags? And if so how do I attach my fuel tubing?

They tend to be very strong, so provided the volume si adequate they should prove excellent for use.
You can join the tube i the bag to tubing on your pump etc. with a simple brass or copper joining tube.

Well as I need minimal freeboard 500ml might be enough I best get the scales out and do some figuring

Scales won't help much when you are working with wood. Most wood is much less dense than water, so if you use weight I would roughly double the amount of water you will need to pump onboard to submerge.
