Does anybody have any advice on how to make realistic water in a harbour. I need to cover about a square metre.

If it is "calm water, you can base paint your base, then tint and pour 30 minute epoxy.
Do some small experiments for color and depth. Also note, there may be issues with heat
as the epoxy cures, especially in large quantities.
