Halfords Red Oxide Primer is as close as you can get.

Might depend on what you are building. For steel ships Halford's Red Oxide primer is a pretty good match for commercial hull antifouling.

Red/Brown is actually a Humbrol Enamel Matt colour - number 100.

hi there - the last couple of hulls I painted, I painted the bottom with Brick Red - Humbrol number 70 and when it was dry I gave it a coat of Satin Clear Varnish number 135.    I know that John Haynes likes to use the same technique, but, he adds a touch of number 19 Bright Red into the brick red,.  This brings the colour somewhere close of the hull red Humrol colour 177.   Have a look on the paddle build I am doing and it will give you a rough idea of the colour.
