is this essential in R/C boats as I’ve just learned my Taranis X9D plus doesn’t support fail safe on the L9R receiver?

Not for electric-powered models, because most electronic speed controllers will cut the motor if a valid signal is lost. I/C models are a totally different matter; every different radio manufacturer seems to have a different way of setting up the position of the servos in failsafe mode. It used to be possible to buy 'stand-alone' failsafe units but I'm not sure if or where there are any still available other than those designed specifically for petrol engines.

Pretty sure on the Taranis you set the transmitter to "no pulses" setting. That should kill the receiver if signal lost

I see it states exception for X9D. but I think that is for preset failsafe positions.
No pulses should stop everything which would be no good for aircraft but fine for boats
