i have a 27mhz reciever can i change thev crystal to 35 mhz and use it cheers

no that's not possible.
A receiver will only work in the band where its made for.

also 35 mhz is NOT for boats

It seems to be that the belief of 35mhz is aero only, YES in EU countries that is the case, with surface modelling carried out on 40mhz, but other countries may have different rules. 

America and Canada for example - 72mhz for aero modelling 75mhz for surface modelling, nowhere is 35 and 40 available

Its 41.200Mhz and over in France. [and 72] thats far enough I ain't going to new zealand, think of the petrol costs?

Radio frequencies in NZ are set by notices in the NZ Gazette. Find attached the latest ones concerning radio control devices. You will note that the 35mhz band after 35.55 can also be used by others as well as model areoplanes.
