I have seen this done but the main problem is inadequate weight of the anchor - metal or lead must be the answer as on real ships the weight of the anchor pulls the chain out. The difficulty on real ships is then to control the speed of run out. When it goes wrong its is extremely dangerous (Google chain run out on US aircraft carrier - there is a video of it going wrong!). Once you get a sufficient length of chain out as well this will also act to pull the rest out.
Good luck
Geoff

Cast a lead pair slightly over size extra long shank and bigger flukes for the extra weight but still scale looking size tassie48

Wilfried Dahmen made a nice anchor handling winch, that he used to sell.

There is a nice few threads on this over on rcgroups. umi_Ryuzuki posed info on there also.
There was some criticism I saw about folk expecting a "kit" of one type but they got a bg of parts, but when I look at the links myself I can figure out reasonable instructions, and it was fairly well advertised in the first place.
