Overlanders 3536/05 (which is a slightly hotter motor) recommends a 30amp unit, mostly for flying use. Add ten amps to be on the safe side and don't overprop or over volt it and you should be fine.

what kind of boat are you planning on putting it in, what size propeller, what size battery (how many volts)

a tugboat with a 3" prop on 6v is going to need a completely different esc than a v hull with a 40mm prop and 16 volts.

I used the HobbyKing 60Amp ESC watercooled [but didnt need the cooling] worked perfectly.

Hi Tsenecal

Have you tried 2S?  11v (nominal) x 1250kV is over 13000 RPM - quite a lot for a lifeboat, even a big Trent.
