Might be wrong but I am sure I seen this moored on Southampton Water, near where the US Corps of Engineers had their base - up from Marchwood. Maybe they're selling it?

Yes I am sure that is where it used to be kept at Marchwood. It was part of the American fast response plan during the Cold War for use in Europe, they had tugs on slips in the sheds and loads of barges secured on their mooring trots. Each barge was of a specialised purpose and they quite a few there plus all kinds of logistic stores ready to go.
