Thats a Gemini G10 displacement catamaran. Very popular model with the UK fishermen. Most are rigged out for pots/nets but there are quite a few rigged for trawling as well.

am I right in thinking that that pic was taken at the quay at Wells next the sea, in Norfolk?

The blue catamaran is a French designed trawler , the one above is a Blyth Boats catamaran. Difference in the hull design as the blyth cats are more a fast hull design and the one above is either a charter angling or scuba dive vessel ( no pot hauler or commercial fishing equipment on her I can see )
