being a diver and into model boats i thought you guys dawn hear in the sub section would know the answer to this is their available or possible to make an underwater radio control for a model sub

Answer is yes, someone did this there are photos on the web. He took the guts out of a TX and put in waterproof container. It still does not work in salt water only in fresh.

Operating on 27megs my type V11c sucessfully submerged & ran down to 13ft at our local baths,
it also came back up. the range is approx 6ft in depth when standing above model.
