I built one a long time ago.
Went together ok and sailed well.

Be aware that Billings do not provide written building instructions - they supply illustrations of the various building steps, and general building notes. This is not a problem if you have some experience, but not ideal for beginners. See some of the other threads.

I was thinking about doing the boat as an Oil Rig Supply Vessel, do you think that it would be ok to do this with this boat? Like a Shell Oil boat

I don't know the model - my comment was a general one re-Billings kits as others on this forum have been a bit surprised when there was no construction manual.

from what I remember of her hull form it would take major surgery, but if you have some plans or pics go for it, just post some pics now and again to show your progress.

Just finished one that I bought as a kit 15 years ago!! It is heavily modded as a survey/research ship and if I can ever figure out how to put pictures on here I'll post some. Also just finished a Caldercraft Cumbrae I bought 12 yrs ago!!!
I installed two 380s with brass three blade props and it can now be used for waterskiing. Seriously good handlin 8) ;Dg at low speed though. Make sure any ballast is low as possible.

Would it be wrong to build the boat as an oil rig supply ship? Im not familiar with survey vessels. Any links?
