Hi Edwin, I don't know what size you have for your rudder shaft but you could try a length of brass or copper tube that fits over the shaft snugly. I will add be sure to make the top of the tube finish higher than that of the "water line" or ingress of water will probably occur. Bonding the rudder tube to the hull with an epoxy resin should be OK with most hull materials.

Richard,
To add to Richards entry. The small brass rudder tube can run through a wooden block, adding strength when it is epoxy glued to the hull.

would a bit of grease help to prevent water from entering or Will this be to muts resistend?

HI Edwin,
Yes grease inside the tubes will help but the important thing is to have good fitting rudder shaft to rudder tube sizes, also fitting an 'O' ring over the shaft will help a little but the hight of the tubes must be above the water line.
Are you making the complete rudder system from scratch? or will you concider some shop produced parts?
Richard.
