A rough translation is :- "Light blue touch paper and stand WELL clear" !!

Probably some of Confucius' better sayings.
Possibly health advice in verse form -
"Roses are red,
Violets are blue,
Do not look up while smoking me
Because the sludge tastes really horrible"
Loosely translated, of course, and it may have lost something in translation.

It is a pipe that is bodged together in a manner that only Chinese peasants seem to find acceptable.
The script is Chinese, but these not 'Simplified Chinese' characters. As such it could be Hong Kong or Macau (perhaps parts of Guangdong) of any date up to the present.
Or it could be from mainland China before (and for some lower educated after) Simplified Chinese was adopted in the 1950s and 60s.
The inscription is probably a poem, only a few characters can be made out, one of them being 'moon', another 'sky/heaven'. But a poem on a pipe is common.
