Resizing is one of the functions in Irfan, another freebie.

What!?
In Vista, open MS Office Picture Manager, open your picture. From the top menu, select Picture then Resize. At the right of the screen, a number of options for resizing are presented. Select the bullet against Percentage of original width x times height. Use the up or down arrows to increase or decrease the current picture size. Select OK then File, Save and its done.

Try Faststone Image Viewer. Freebie software that has quite a lot of functionality. I've used it for some time.
Edited to say I've just realised my post count has gone back to zero so I'm a newbie again!

I use "Power toys for windows" free and simple download, just choose image resizer (if that's all you want). It's so easy even I can do it {-) Right click on the photo, choose the size option - job done. Retains the original as was and makes a resized copy.
