No reason why it shouldn't work.
You will have to make sure the ballast tanks are completely full and vented of any air otherwise the free surface effect of water in the tanks will introduce instability.

And baffled to prevent the water sloshing about and causing instability.

Don't you believe it...there will be sloshing, trust me. Been there, done it, ended up removing a wtc out of a sub and installing baffles.
