Yes it is, and they hope that post 2017 with regulation change they can be an engine supplier to F1 again. It would be interesting to see this concept in F1, the trouble I can see is that it is using conventional valve springs. That is a no go in F1 nowadays, with the engines revving so highly they are susceptible to valve bounce and coil bind, they would really need to be gear/hydraulicly operated.
But in essence doesn't this remind you of a double expansion steam engine?? Nothing new in engineering it seems :}

that would be like going back to the 500 and 750cc class clubman's Cooper racing which were around in my day and incredibly exciting, and all cars driven by the same engines.
