Title: Identification help please.

I came across this strange photo some years ago and filed it as a curiosity - which it is. I do not think it is a model, and it's configuration defies belief!  I wondered if it was a spoof ship formed from Photoshopping but I can't see the point of that. It seems to be 'hinged' but despite magnification I cannot decide what it is for! The German flag appears to be evident but I can find no reference in their Grey Funnel listings.
Any ideas out there?

The idea of oil-booms did attract me, but I could not see how it worked. Thanks John.

Its for oil spill recovery, or it was when they came up with the design. They have better methods nowadays.
