I believe the caller pays the charges..

It might cost more to phone abroad to be careful with the time spent.

Cheers

Actually I think you wil find that both parties have to pay. The person abroad pays for receiving the call. The arrangemnts vary between networks but can get quite expensive depending on where you are.

Cheapest way to communicate is by text, free to receive and reasonably cheap to send depending on whether you are in the EU or elsewhere.

The caller in the UK should pay normal call to mobile rates - they don't know where in the world the receiver is.
The person abroad is on roaming rates and, although they are now capped by law within the eu, she could well be paying both to make and receive calls.
In both cases you need to check with your own network to find out what rates actually apply, and the destination network can make a difference too.

And your wife's friend should make sure she has got data roaming turned off on her phone or she could potentially get a very nasty shock.

contact your operator....
It all depends on them, I am in New York writing this on my iPad and it's costing me nothing
Due to the contract I have, a few weeks ago I was in Tenerife and my connection would of cost
A fortune, but my phone was totally free now it would be a killer.

The operators are trying to out do each other so speak to them they may even offer special travel rates

A possible option is whatsapp, free calls worldwide (with a bit of delay ) anywhere that there's wifi.

We are a little more advanced down here in Spain. Roaming charges, including data have been done away with, so when I went to the UK, I was able to use my phone as if I was at home, without a cent in extra charges. This included my data allowance. :-))
Get your wife's friend to check with her provider, they may not have roaming charges either.
