Has anyone used a 12 volt windscreen washer pump on a 6 volt system for a fire monitor, or is there a 6 to 12 volt do to dc step up unit ?

Gerry,
Yes, many times, a windscreen washer works quite well on 6 Volts.

Yes, the pumps work well for fire monitors, also they work as cooling pumps with  a coil around the motor,

Also very handy for filling/emptying ballast tanks in submarines.
