I am building a 3ft runabout  all wood construction ie plank on plank my question is if I give the hull 2/3 coats of varnish will this keep the water out?

Assuming you have no gaps in your planking then yes, 2 or 3 costs will seal the wood and give the hull some protection from dirt and knocks.

However, if you thin the first coat, which you should, the next two will be the bare minimum to make the hull look finished.  It will do no harm at all to put several more coats on and with a good thickness of varnish built up you should have filled the grain of the wood. You will also be able to cut back and polish the varnish to remove any vestige of brush marks.  The finish you end up with will be worth the effort.

Happy varnishing
