I see that JML are offering a personal cooler which reduces the temperature by 40%. Is that in degrees; K, C, R or F I wonder.

If it is reducing it is doing in them all.

There are loads selling them most cheaper than JML none make any Temp. percentage claims how could they. It would have to be qualified by a given area make sure you can return if not happy. Standby for an epidemic of Legionaires disease

I wondered about the issue of Legionnaires Disease caused by them when my colleague bought one for the casting room. In there it struggles to cool the air beyond 6 feet from source, and should be considered best used in an office or smaller space as recommended.
I haven't read the destructions yet, but assume the wick panels require replacing after a while due to ingress of spores, dust etc which would certainly encourage bacterial or fungal issues. I recall that some Air con units smell after a while.

Evaporative coolers work best in dry air.
A neighbor gave one to me when they got an air conditioner.
If I put water into it and ran it, it just made the air/room more humid.
It worked best as a large fan, And I typically used it(dry) to move air into the house at night, then
closed up the windows to keep the hotter air out during the day.
I saved up for a real air conditioner, and that made the room, house, cooler and easier to work through the heat of the day.

I note and accept your replies but my point was that the claim of 40% reduction in temperature is nonsense! Think back to school science and absolute temperature.

The claims are total BS. They do work but you need to put ice cubes in the water for best results.
All of the spores & seeds that get sucked into it start to germinate when switched off. You find the thing full of black mould very quickly.
We had a larger version sold by RS about 15 years ago.

Yes. 40% of what? And under what conditions? The different scales all start at different references for zero, so 40% on one scale will not be 40% n another. As previously noted, ambient humidity levels will change the effectiveness of the ability of the unit to add more water to the room air.
Real air con does dry the air and the condensate does need careful attention since it must carry any germs that were in the moisture that was collected. The ones that created the Legionnaires Disease allowed the exterior fans to blow condensate into the outside air, rather than collect and drain it away.
Since evaporative coolers work by removing the water from the wick plus anything that was collected and has had a chance to breed and spraying it all over the room, they do need a lot of attention.

My wife bought evaporative coolers for her office a few years ago, absolutely useless as said just made the office clammy..
I sold them recently and bought pedestal fans....far better result!

The fact that it cools and HUMIDIFIES is a clue. Usually we get hot and sticky, with the sticky being the unpleasant part. Air-conditioning dehumidifies, which is a major benefit.
Another clue for the JML item is the phrase PERSONAL SPACE.
I see on Amazon UK the item is listed as an aircondtioner, it is not.
