Title: info on cutting parts from plans?

I have just started a basic speed boat build from plans,this is my first ever build.
I cut one lot of bulkheards out of ply BUTwas not upto my liking so cut another set.
Also cut the one piece deck from 1/16th ply.

What I would like to know is all the parts drawn on the plan have apx 1mm bold outline.Where do you cut?
inside the line? outside the line? or split?
Do you cut all parts in the same manor, or do you cut one part then match the rest to fit!
any tips would be great,i think I might be on my third lot of bulkheads

Regardless of inside, outside, or splitting the line with your cut, make your cuts consistent.
If you cut to the outside for the first frame, make all of the cuts outside.
