At least in Finland we have seen attachable - passive - ice-breaking bows on tugs that thus can break reasonably thick ice - I'm guessing of the order of twenty centimetres (I don't know actually...).
This is a new one - Self-propelled ice-breaking bow that easily breaks 60 centimetres thick ice:
