I built one years ago that did that, long before Thunderball came out. It wasn't meant to, of course!!!

BTW, I was serving at RAF Waddington when they filmed the Vulcans taxiing early in  the film. I always maintain that I am in the film - somewhere. Our squadron hangar is, at least.

You want to start with a PT-20 Hydrofoil.
Then add the stern drop piece. ;)

In the filming of that scene, they loaded a small outcrop of rocks with explosives to
simulate the destruction of the Disco Volante'. The crew wasn't sure how much
explosive to use, so they went, " the bigger the better"...

They blew out every window of every building that faced the harbor...
