Car insurance quotes - binding or not?

My wife has recently had her car insurance renewal notice ( a mustard company) and after the usual checking around decided to go with the same company again. Upon ringing up this evening she was told that the premium had gone up by £13 but only after the CC details had been passed and my wife asked to check the amount. The girl was abrupt, and basically implied that as she had already processed the CC that was that. My wife rang back a little later and asked for a supervisor, after a long wait she spoke to a very nice man (her words) who said that the quote was only a guide and that the first girl should have explained that however, as a token of gratitude for renewing he would refund the difference.

So we didn't end up out of pocket. However, my point is this what is the legal status of a written quote and what's the point of them if the company can change the premium as and when? (intermediate claims accepted) Has anybody else had this experience?

Before they (or any dealer) process the charge they are supposed to inform you of the exact amount they are debiting, it is at this stage that you can say hang on a moment, they were at fault if they did not confirm the price before taking the money.

Also I think there is a 14 day get out clause , but not sure on that one.

A quotation is legally binding but an estimate is not.
