Questions about Futaba/Ripmax battery charger.

I bought a Futaba 6EX which comes with a battery charger from Ripmax.

Can anyone tell me about the LED's. Are they only on (Red and Green) when powered up or do they light up when the batterys are fully charged?

The instructions are not very helpful.

When Tx is switched on Red and green on when charge OK, green on, red flashing when charge is low
