Matchbox HMS Exeter

Has anyone built one of the matchbox Exeters as a radio controlled model, if so how easy are they?

If you mean the Matchbox HMS Exeter kit, this is a 1/700 scale waterline model (no lower hull) so definitely isn't suitable for conversion to radio control.

The Frog Exeter (later re-issued by Novo, and more recently by other Eastern European manufacturers like Kopro) is 1/500 scale and full hull - at a foot long it should be doable as a "micro" R/C model, although you'd almost certainly need to build it with a single prop.
